Legal Bases for the Educator's Credential System

  • Credential Systems for the principals, child care teachers of childcare centers:「Infant and Child Care Act」
  • Credential System of the child care teachers for the disabled, young children: 「Act on welfare support for Children」

Definition of Early Childhood Educators

  • People who take the responsibility of providing educating childcare and health-management for young children in childcare centers, counseling their parents, and running and managing the childcare center, etc. (Legal Basis: Article 2 of Infant and Child Care Act).

Principal’s Certificate

Types Criteria
General Childcare Centers Principal’s of the childcare centers with the capacity to educate and care for 300 children or less
Home Childcare Centers Principal’s of the childcare centers with the capacity to educate and care for 5~20 children or less
Childcare Centers for Infants Only Directors of the childcare centers with the capacity to educate and care for 20 or more number of infants aged less than 3 years
Childcare Centers for Disabled Infants and Young Children Only Directors of the childcare centers with the capacity to educate and care for 12 or more number of disabled infants and young children as it is indicated in Article 32 of the Act on Welfare Support for Children with Disabilities

1st Grade Child Care Teacher The one who completed the course work and obtained required credits in the study of early childhood education at junior college and higher (Prior to Jan. 29th, 2005) The one who has been promoted after the acquisition of 1st grade child care teacher
2nd Grade Child Care Teacher The one who completed the course work and obtained required credits in the study of child care education at junior college and higher The one who has been promoted after the acquisition of 3rd grade child care teacher
3rd Grade Child Care Teacher The one who completed the curriculum to educate the teachers of child care
Credential Check for the Child Care Teachers for Disabled Children

Child Care Teacher for Disabled Infants and Young Children The one who holds the certificate of early childhood teacher level 2 or higher and completed the course work and obtained credits in the study of special education or rehabilitation required by the Ministry of Health and Welfare
